III. Why Hegelian Dialectics Is Not a Vulgar Evolutionism

Which, then, is the dimension of the law that the law cannot admit publicly? The best way to discern it is through a logical paradox deployed by Jean-Pierre Dupuy in his admirable text on Hitchcock’s Vertigo:

An object possesses a property x until the time t; after t, it is not only that the object no longer has the property x; it is that it is not true that it possessed x at any time. The truth-value of the proposition “the object O has the property x at the moment t’ therefore depends on the moment when this proposition is enunciated.” [1]

One should note here the precise formulation: it is not that the truth-value of the proposition “the object O has the property x” depends on the time to which this proposition refers – even when this time is specified, the truth-value depends on the time when the proposition itself is enounced. Or, to quote the title of Dupuy’s text, ”when I’ll die, nothing of our love will ever have existed.” Think about marriage and divorce: the most intelligent argument for the right to divorce (proposed, among others, by none other than the young Marx) does not refer to common vulgarities in the style of “like all things, love attachments are also not eternal, they change in the course of time,” etc.; it rather concedes that indissolvability is in the very notion of marriage. The conclusion is that divorce always has a retroactive scope: it does not only mean that marriage is now annulled, but something much more radical – a marriage should be annulled because it never was a true marriage. And the same holds for Soviet Communism: it is clearly insufficient to say that, in the years of Brezhnev “stagnation,” it “exhausted its potentials, no longer fitting new times”; what its miserable end demonstrates is that it was a historical deadlock from its very beginning.

Zizek on Denial: The Liberal Utopia

I. Through the Glasses Darkly (revisited, enlarged and re-edited)

John Carpenter’s They Live (1988), one of the neglected masterpieces of the Hollywood Left, is a true lesson in critique of ideology. It is the story of John Nada – Spanish for “nothing”! -, a homeless laborer who finds work on a Los Angeles construction site, but has no place to stay. One of the workers, Frank Armitage, takes him to spend the night at a local shantytown. While being shown around that night, he notices some odd behavior at a small church across the street. Investigating it the next day, he accidentally stumbles on several more boxes hidden in a secret compartment in a wall, full of sunglasses. When he later puts on a pair of the glasses for the first time, he notices that a publicity billboard now simply displays the word “OBEY,” while another billboard urges the viewer to “MARRY AND REPRODUCE.” He also sees that paper money bears the words “THIS IS YOUR GOD.” Additionally he soon discovers that many people are actually aliens who, when they realize he can see them for what they are, the police suddenly arrive. Nada escapes and returns to the construction site to talk over what he has discovered with Armitage, who is initially uninterested in his story. The two fight as Nada attempts to convince and then force him to put on the sunglasses. When he does, Armitage joins Nada and they get in contact with the group from the church, organizing resistance. At the group’s meeting they learn that the alien’s primary method of control is a signal being sent out on television, which is why the general public cannot see the aliens for what they are. In the final battle, after destroying the broadcasting antenna, Nada is mortally wounded; as his last dying act, he gives the aliens the finger. With the signal now missing, people are startled to find the aliens in their midst.

I’ve finally seen Children of Men, on DVD, after missing it at the cinema. Watching it last week I asked myself, why is its rendering of apocalyspe so contemporary?

British cinema, for the last thirty years as chronically sterile as the issueless popluation in Children of Men, has not produced a version of the apocalypse that is even remotely as well realised as this. You would have to turn to television – to the last Quatermass serial or to Threads, almost certainly the most harrowing television programme ever broadcast on British TV – for a vision of British society in collapse that is as compelling. Yet the comparison between Children of Men and these two predecessors points to what is unique about the film; the final Quatermass serial and Threads still belonged to Nuttall’s bomb culture, but the anxieties with which Children of Men deals have nothing to do with nuclear war.

Children of Men reinforces what few would doubt, but which British cinema would seldom lead you to suspect: the British landscape bristles with cinematic potential. It’s long since been evident that only someone outside the self-serving, self-pitying low gene pool of British cinema is capable of realising this potential, and Children of Men‘s director, Alfonso Cuarón, and cinematographer, Emmanuel Lubezki, are both Mexican. Together they have produced a portrait of Grim Britannia that is like a film equivalent of the Burial LP (and the film’s excellent soundtrack features Burial’s mentor and label-mate, Kode9).

Lubezki’s cinematography is breathtaking. His photography seems to leech all organic and naturalistic vitality from the images, leaving them a washed-out grey-blue. The effect is something like a visual equivalent of the ‘muting’ about which Woebot speaks so eloquently in his latest broadcast. As David Edelstein put it in an insightful review in New York Magazine: ‘ The movie calls to mind an early description in Cormac McCarthy’s overwrought but gripping post-apocalypse novel The Road of gray days “like the onset of some cold glaucoma dimming away the world.”’ The lighting is masterly: it as if the whole film takes place in a permanent winter afternoon when even the sun is dying. White smoke, its source unspecified, curls ubiquitously.

Cuarón’s trick is to combine this despondent lyricism with a formal realism, achieved through the expert use of hand-held camera and long takes. Blood spatters onto the camera lens and goes unwiped. The gunfire is as oppressively tactile as it was in Saving Private Ryan. The meticulously choreographed long takes – technical feats of some magnitude – have justly been highly praised, and they are all the more remarkable because they go beyond the familiar role of simulating documentary realism to serve a political and artistic vision.

This brings us back, then, to my initial question, and I think that there are three reasons that Children of Men is so contemporary.

Firstly, the film is dominated by the sense that the damage has been done. The catastrophe is neither waiting down the road, nor has it already happened. Rather, it is being lived through. There is no punctual moment of disaster; the world doesn’t end with a bang, it winks out, unravels, gradually falls apart. What caused the catastrophe to occur, who knows; its cause lies long in the past, so absolutely detached from the present as to seem like the caprice of a malign being: a negative miracle, a malediction which no penitence can ameliorate. Such a blight can only be eased by an intervention that can no more be anticipated than was the onset of the curse in the first place. Action is pointless; only senseless hope makes sense. Superstition and religion, the first resorts of the helpless, proliferate.

Secondly, Children of Men is a dystopia that is specific to late capitalism. This isn’t the familiar totalitarian scenario routinely trotted out in cinematic dystopias (see, for example, V for Vendetta, which, incidentally, compares badly with Children of Men on every point).

It is commonplace, 20 years after the fall of the Berlin Wall, to hear the events of that time described as miraculous, a dream come true, something one couldn’t have imagined even a couple of months beforehand. Free elections in Poland with Lech Walesa as president: who would have thought it possible? But an even greater miracle took place only a couple of years later: free democratic elections returned the ex-Communists to power, Walesa was marginalised and much less popular than General Jaruzelski himself.

This reversal is usually explained in terms of the ‘immature’ expectations of the people, who simply didn’t have a realistic image of capitalism: they wanted to have their cake and eat it, they wanted capitalist-democratic freedom and material abundance without having to adapt to life in a ‘risk society’ – i.e. without losing the security and stability (more or less) guaranteed by the Communist regimes. When the sublime mist of the ‘velvet revolution’ had been dispelled by the new democratic-capitalist reality, people reacted in one of three ways…

Ideology in Hollywood? Let’s begin, quite arbitrarily, with Michael Apted’s Enigma (2001, scenario by Tom Stoppard, based on the novel by Robert Harris), which takes place in 1943, among the cryptanalysts at Bletchley Park working day and night to crack the German “Enigma” code. They are rejoined by Tom Jericho, a troubled working class mathematical genius who is back after a period of recuperation brought on by overwork and an unhappy love affair with Claire, the easygoing fatal beauty, which led to his psychic breakdown. Jericho immediately tries to see Claire again and finds she has mysteriously disappeared. He enlists the help of Claire’s housemate Hester to follow the trail of clues and learn what has happened to her; the two repeatedly break the rules of the Bletchley Park establishment and the law as their hunt gets more intense. Jericho is closely watched by Wigram, an upper class MI5 agent, who plays cat and mouse with him throughout the film. Jericho is tolerated at the Park, despite his transgressions, because of the brilliant plan he invents for uncovering the new key. Tom and Hester at the same time uncover a British government plot to bury the intelligence information of the Katyn massacre for fear it might weaken American willingness to remain in the war on the same side as the Soviet Union. This in turn leads to their discovery that a Polish cryptanalyst Jozef Pukowski was so incensed by his own learning of the massacre that he is prepared to betray Bletchley’s secrets to the Nazis in order to take revenge on Stalin. The fate of Clair remains unclear to the end: was she killed or just disappeared? All we learn is that she was in reality also a MI5 agent under Wigram’s control.

Israel’s Kafkaesque bureaucracy colonizes the occupied West Bank one settlement at a time.

The Israeli side of the wall is painted with the image of the countryside beyond the wall—but without the Palestinian town, depicting just nature, with grass and trees.

On August 2, 2009, after cordoning off part of the Arab neighborhood of Sheikh Jarrah in East Jerusalem, Israeli police evicted two Palestinian families—more than 50 people—from their homes. Jewish settlers immediately moved into the emptied houses. Although Israeli police cited a ruling by the country’s Supreme Court to justify the evictions, the Arab families had been living there for more than 50 years. The event attracted the attention of the global media, but it is part of a larger and mostly ignored process.

Five months earlier, on March 1, 2009, it was reported that the Israeli government has plans to build more than 70,000 new housing units in Jewish settlements in the occupied West Bank. If implemented, the plans could increase the number of settlers in the Palestinian territories by about 300,000—a move that would not only severely undermine the chances of a viable Palestinian state, but also interfere with the everyday lives of Palestinians.

A government spokesman dismissed the report, arguing that the preliminary plans were of limited relevance: The actual construction of new homes in the settlements required the approval of the defense minister and prime minister. However, 15,000 of the planned units have already been fully approved. In addition, almost 20,000 of the planned units lie in settlements that are far from the “green line” that separates Israel from the West Bank—in other words they are located in areas that Israel cannot expect to retain in any future peace deal with the Palestinians.

The conclusion is obvious: While paying lip-service to the two-state solution, Israel is busy creating a situation on the ground that renders a two-state solution de facto impossible. The dream that underlies this politics is best rendered by the wall that separates a settler’s town from the Palestinian town on a nearby hill somewhere in the West Bank. The Israeli side of the wall is painted with the image of the countryside beyond the wall—but without the Palestinian town, depicting just nature, with grass and trees. Is this not ethnic cleansing at its purest, imagining the outside beyond the wall as it should be —empty, virginal, waiting to be settled?

When purportedly peace-loving Israeli liberals present their conflict with Palestinians in neutral “symmetrical” terms, admitting that there are extremists on both sides who reject peace, etc., one should ask a simple question: What goes on in the Middle East when nothing goes on there at the direct politico-military level (i.e., when there are no tensions, attacks, negotiations)?

On Israel’s end, what goes on is the incessant slow work of taking the land from the Palestinians in the West Bank: the gradual strangling of the Palestinian economy, the parcelling of their land, the building of new settlements, the pressure on farmers to make them abandon their land—all supported by a Kafkaesque network of legal regulations.

In Palestine Inside Out: An Everyday Occupation, Saree Makdis describes how, while the Israeli occupation of the West Bank is ultimately enforced by the armed forces, it is an “occupation by bureaucracy”: Its primary forms are application forms, title deeds, residency papers and other permits. It is with this micro-management of daily life that Israel secures its slow but steadfast expansion. One has to ask for a permit in order to live with one’s family, to farm one’s land, to dig a well, to go to work, to school, to a hospital.

Though it has been largely ignored by the media, Israel is clearly engaged in a slow, invisible process—a kind of underground digging of the mole—gradually undermining the basis of Palestinian livelihood so that, one day, the world will awaken and realize that there is no more Palestinian West Bank, that the land is Palestinian-free, and that all we can do is accept it.

The story has been going on since 1949: While Israel accepts the peace conditions proposed by the international community, it anticipates that the peace plan will fail. While condemning the openly violent excesses of “illegal” settlements, the State of Israel promotes new “legal” West Bank settlements. A look at the changing map of East Jerusalem, where the Palestinians have been gradually encircled and their space sliced, tells it all. The map of the Palestinian West Bank already looks like a fragmented archipelago.

The condemnation of unsanctioned anti-Palestinian violence obfuscates the true problem of state violence; the condemnation of illegal settlements obfuscates the illegality of the “legal” ones. Therein resides the two-facedness of the much-praised non-biased “honesty” of the Israeli Supreme Court: By way of occasionally passing a judgment in favor of the dispossessed Palestinians, proclaiming their eviction illegal, it guarantees the legality of the remaining majority of cases.

And, to avoid any kind of misunderstanding, taking all this into account in no way implies an “understanding” for inexcusable terrorist acts. On the contrary, it provides the only ground from which one can condemn the terrorist attacks without hypocrisy.

There are two different modes of ideological mystification which should in no way be confused: the liberal-democratic one and the Fascist one. The first one concerns false universality: the subject advocates freedom/equality, not being aware of implicit qualifications which, in their very form, constrain its scope (privileging certain social strata: rich, male, belonging to a certain race or culture). The second one concerns the false identification of the antagonism and the enemy: class struggle is displaced onto the struggle against the Jews, so that the popular rage at being exploited is redirected from capitalist relations as such to the “Jewish plot.” So, to put it in naively-hermeneutic terms, in the first case, “when the subject says ‘freedom and equality,’ he really means ‘freedom of trade, equality in front of the law’ etc.,” and, in the second case, “when the subject says ‘Jews are the cause of our misery,’ he really means ‘big capital is the cause of our misery’.” The asymmetry is clear – to put it again in naïve terms, in the first case, the “good” explicit content (freedom/equality) covers up the “bad” implicit content (class and other privileges and exclusions), while in the second case, the “bad” explicit content (anti-Semitism) covers the “good” implicit content (class struggle, hatred of exploitation).

For anyone versed in psychoanalytic theory, the inner structure of the two ideological mystifications is that of the couple symptom/fetish: the implicit limitations are the symptoms of liberal egalitarianism (singular returns of the repressed truth), while “Jew” is the fetish of anti-Semitic Fascists (the “last thing the subject sees” before confronting class struggle). This asymmetry has crucial consequences for the critico-ideological process of demystification: apropos liberal egalitarianism, it is not enough to make the old Marxist point about the gap between the ideological appearance of the universal legal form and the particular interests that effectively sustain it – as is so common amongst politically-correct critics on the Left. The counter-argument that the form is never a “mere form,” but involves a dynamic of its own which leaves traces in the materiality of social life, made by theoreticians such as Claude Lefort [1] and Jacques Rancière,[2] is fully valid – it was the bourgeois “formal freedom” which set in motion the process of altogether “material” political demands and practices, from trade unions to feminism. One should resist the cynical temptation of reducing it to a mere illusion that conceals a different actuality. That would be to fall into the trap of the old Stalinist hypocrisy which mocked “merely formal” bourgeois freedom: if it was so merely formal and didn’t disturb the true relations of power, why, then, didn’t the Stalinist regime allow it? Why was it so afraid of it?

Z and I: A True Story

Earlier this summer I was making my way home on the Piccadilly line, reading something by Zizek. I got off at Russell Square, thinking about some dialectical reversal or dirty joke of his I’d just read, and picturing the man himself, baggy T-shirt, beard etc.

Leaving the tube, I cut through the little lane that connects Bernard Street to Guilford street, looked up and saw: Zizek, in baggy T shirt etc, stood outside the President hotel, waving goodbye to someone in a car. I’d gone from reading, thinking about and now suddenly encountering him in the street.

So, Lacanians: we have the Symbolic (reading his stuff), the Imaginary (me picturing him as I’d seen him last on Youtube or at a conference), and then the encounter. If I understand it correctly the Real wasn’t the empirical Zizek stood in my street there, it was the disorientation/mild trauma  experienced in the disruption of the other modes of representation when I suddenly saw him, big and hairy, looming right in front of me.

Haiti: The Bois Caiman and The Tennis Court Oath

The Bois Caiman, August 14th 1791: the gathering of the Haitian slaves at the ceremony that marked the beginning of the Haitian Revolution.

Inspired by the tall figure of Boukman (a slave who could read? = bookman?) the slaves struck for freedom – and won, in the first great successful slave uprising. Armies sent against them were all defeated: when French troops were sent against them under Napoleon the Haitians sang La Marseillaise to tell their opponents that they were on the wrong side. The black slaves freed themselves under Toussaint L’Ouverture, and others – making the principles of revolutionary freedom truly universal as nothing else could.  Overthrowing Kings and Slave owners was only the start. Those principles amount to more than being ruled by elites, who deign sometimes to have their rule over us ceremonially reaffirmed in elections.  What came to be known as the  ‘Tennis Court Oath’ – when the ‘Third Estate’ (the commoners) swore an oath not to allow themselves to be dissolved until they had forged a free constitution for the French people – shares its world-historical importance with the uprising in Haiti. [1]

What was  the true beginning of the French Revolution? for more on the events discussed here, see CLR James The Black Jacobins (the history of the Haitian revolution) and Susan Buck-Morss Hegel, Haiti and Universal History (for the philosophical significance). James’ book was a pioneering work of black history while Buck-Morss’ is a new (2009), erudite yet concise intervention.  It’s a significant book in that it draws together the kinds of ideas in implicit in this post, and takes the discussion onto a whole other level. I don’t agree with everything she says in the book but was very glad I’d read it. I’ll never think about slavery,  or the ‘Age of Revolution’ the same way again.

We must fight the tendency to think of events like the Haitian revolution as ‘off shoots’ or mere side effects of the real action in Europe or North America. The Haitian revolution had a powerful  impact on Europeans of the day (including Hegel: Buck-Morss argues  that he must have been aware of the events across the Atlantic, and that he developed his ‘master -slave’ dialectic  with that revolution in mind).

Haiti is a poor country, and it is one that has lately been pulverised by an earthquake. But it is more than the basket case of the metropolitan imaginary: it stands for something inspiring in the history of the struggle for human emancipation. Where Haiti led, others followed.

When an authoritarian regime approaches its final crisis, but before its actual collapse, a mysterious rupture often takes place. All of a sudden, people know the game is up: they simply cease to be afraid. It isn’t just that the regime loses its legitimacy: its exercise of power is now perceived as a panic reaction, a gesture of impotence. Ryszard Kapuściński, in Shah of Shahs, his account of the Khomeini revolution, located the precise moment of this rupture: at a Tehran crossroad, a single demonstrator refused to budge when a policeman shouted at him to move, and the embarrassed policeman withdrew. Within a couple of hours, all Tehran had heard about the incident, and although the streetfighting carried on for weeks, everyone somehow knew it was all over. Is something similar happening now?

There are many versions of last month’s events in Tehran. Some see in the protests the culmination of the pro-Western ‘reform movement’, something along the lines of the colour-coded revolutions in Ukraine and Georgia. They support the protests as a secular reaction to the Khomeini revolution, as the first step towards a new liberal-democratic Iran freed from Muslim fundamentalism. They are countered by sceptics who think that Ahmadinejad actually won, that he is the voice of the majority, while Mousavi’s support comes from the middle classes and their gilded youth. Let’s face facts, they say: in Ahmadinejad, Iran has the president it deserves. Then there are those who dismiss Mousavi as a member of the clerical establishment whose differences from Ahmadinejad are merely cosmetic. He too wants to continue with the atomic energy programme, is against recognising Israel, and when he was prime minister in the repressive years of the war with Iraq enjoyed the full support of Khomeini.

Finally, and saddest of all, are the leftist supporters of Ahmadinejad. What is at stake for them is Iranian freedom from imperialism. Ahmadinejad won because he stood up for the country’s independence, exposed corruption among the elite and used Iran’s oil wealth to boost the incomes of the poor majority. This, we are told, is the true Ahmadinejad: the Holocaust-denying fanatic is a creation of the Western media. In this view, what’s been happening in Iran is a repetition of the 1953 overthrow of Mossadegh – a coup, financed by the West, against the legitimate premier. This not only ignores the facts (the high electoral turnout, up from the usual 55 to 85 per cent, can be explained only as a protest vote), it also assumes, patronisingly, that Ahmadinejad is good enough for the backward Iranians: they aren’t yet sufficiently mature to be ruled by a secular left.

Opposed to one another though they are, all these versions read the Iranian protests as a conflict between Islamic hardliners and pro-Western liberal reformists. That is why they find it so difficult to locate Mousavi: is he a Western-backed reformer who wants to increase people’s freedom and introduce a market economy, or a member of the clerical establishment whose victory wouldn’t significantly change the nature of the regime? Either way, the true nature of the protests is being missed.

A-supporter-of-defeated-I-001The green colours adopted by the Mousavi supporters and the cries of ‘Allahu akbar!’ that resonated from the roofs of Tehran in the evening darkness suggested that the protesters saw themselves as returning to the roots of the 1979 Khomeini revolution, and cancelling out the corruption that followed it. This was evident in the way the crowds behaved: the emphatic unity of the people, their creative self-organisation and improvised forms of protest, the unique mixture of spontaneity and discipline. Picture the march: thousands of men and women demonstrating in complete silence. This was a genuine popular uprising on the part of the deceived partisans of the Khomeini revolution. We should contrast the events in Iran with the US intervention in Iraq: an assertion of popular will on the one hand, a foreign imposition of democracy on the other. The events in Iran can also be read as a comment on the platitudes of Obama’s Cairo speech, which focused on the dialogue between religions: no, we don’t need a dialogue between religions (or civilisations), we need a bond of political solidarity between those who struggle for justice in Muslim countries and those who participate in the same struggle elsewhere.

Two crucial observations follow. First, Ahmadinejad is not the hero of the Islamist poor, but a corrupt Islamofascist populist, a kind of Iranian Berlusconi whose mixture of clownish posturing and ruthless power politics is causing unease even among the ayatollahs. His demagogic distribution of crumbs to the poor shouldn’t deceive us: he has the backing not only of the organs of police repression and a very Westernised PR apparatus. He is also supported by a powerful new class of Iranians who have become rich thanks to the regime’s corruption – the Revolutionary Guard is not a working-class militia, but a mega-corporation, the most powerful centre of wealth in the country.

Second, we have to draw a clear distinction between the two main candidates opposed to Ahmadinejad, Mehdi Karroubi and Mousavi. Karroubi is, effectively, a reformist, a proponent of an Iranian version of identity politics, promising favours to particular groups of every kind. Mousavi is something entirely different: he stands for the resuscitation of the popular dream that sustained the Khomeini revolution. It was a utopian dream, but one can’t deny the genuinely utopian aspect of what was so much more than a hardline Islamist takeover. Now is the time to remember the effervescence that followed the revolution, the explosion of political and social creativity, organisational experiments and debates among students and ordinary people. That this explosion had to be stifled demonstrates that the revolution was an authentic political event, an opening that unleashed altogether new forces of social transformation: a moment in which ‘everything seemed possible.’ What followed was a gradual closing-down of possibilities as the Islamic establishment took political control. To put it in Freudian terms, today’s protest movement is the ‘return of the repressed’ of the Khomeini revolution.

What all this means is that there is a genuinely liberatory potential in Islam: we don’t have to go back to the tenth century to find a ‘good’ Islam, we have it right here, in front of us. The future is uncertain – the popular explosion has been contained, and the regime will regain ground. However, it will no longer be seen the same way: it will be just one more corrupt authoritarian government. Ayatollah Khamenei will lose whatever remained of his status as a principled spiritual leader elevated above the fray and appear as what he is – one opportunistic politician among many. But whatever the outcome, it is vital to keep in mind that we have witnessed a great emancipatory event which doesn’t fit within the frame of a struggle between pro-Western liberals and anti-Western fundamentalists. If we don’t see this, if as a consequence of our cynical pragmatism, we have lost the capacity to recognise the promise of emancipation, we in the West will have entered a post-democratic era, ready for our own Ahmadinejads. Italians already know his name: Berlusconi. Others are waiting in line.

Is there a link between Ahmadinejad and Berlusconi? Isn’t it preposterous even to compare Ahmadinejad with a democratically elected Western leader? Unfortunately, it isn’t: the two are part of the same global process. If there is one person to whom monuments will be built a hundred years from now, Peter Sloterdijk once remarked, it is Lee Kuan Yew, the Singaporean leader who thought up and put into practice a ‘capitalism with Asian values’. The virus of authoritarian capitalism is slowly but surely spreading around the globe. Deng Xiaoping praised Singapore as the model that all of China should follow. Until now, capitalism has always seemed to be inextricably linked with democracy; it’s true there were, from time to time, episodes of direct dictatorship, but, after a decade or two, democracy again imposed itself (in South Korea, for example, or Chile). Now, however, the link between democracy and capitalism has been broken.

This doesn’t mean, needless to say, that we should renounce democracy in favour of capitalist progress, but that we should confront the limitations of parliamentary representative democracy. The American journalist Walter Lippmann coined the term ‘manufacturing consent’, later made famous by Chomsky, but Lippmann intended it in a positive way. Like Plato, he saw the public as a great beast or a bewildered herd, floundering in the ‘chaos of local opinions’. The herd, he wrote in Public Opinion (1922), must be governed by ‘a specialised class whose personal interests reach beyond the locality’: an elite class acting to circumvent the primary defect of democracy, which is its inability to bring about the ideal of the ‘omni-competent citizen’. There is no mystery in what Lippmann was saying, it is manifestly true; the mystery is that, knowing it, we continue to play the game. We act as though we were free, not only accepting but even demanding that an invisible injunction tell us what to do and think.

In this sense, in a democracy, the ordinary citizen is effectively a king, but a king in a constitutional democracy, a king whose decisions are merely formal, whose function is to sign measures proposed by the executive. The problem of democratic legitimacy is homologous to the problem of constitutional democracy: how to protect the dignity of the king? How to make it seem that the king effectively decides, when we all know this is not true? What we call the ‘crisis of democracy’ isn’t something that happens when people stop believing in their own power but, on the contrary, when they stop trusting the elites, when they perceive that the throne is empty, that the decision is now theirs. ‘Free elections’ involve a minimal show of politeness when those in power pretend that they do not really hold the power, and ask us to decide freely if we want to grant it to them.

Alain Badiou has proposed a distinction between two types (or rather levels) of corruption in democracy: the first, empirical corruption, is what we usually understand by the term, but the second pertains to the form of democracy per se, and the way it reduces politics to the negotiation of private interests. This distinction becomes visible in the (rare) case of an honest ‘democratic’ politician who, while fighting empirical corruption, nonetheless sustains the formal space of the other sort. (There is, of course, also the opposite case of the empirically corrupted politician who acts on behalf of the dictatorship of Virtue.)

‘If democracy means representation,’ Badiou writes in De quoi Sarkozy est-il le nom?, ‘it is first of all the representation of the general system that bears its forms. In other words: electoral democracy is only representative in so far as it is first of all the consensual representation of capitalism, or of what today has been renamed the “market economy”. This is its underlying corruption.’[*] At the empirical level multi-party liberal democracy ‘represents’ – mirrors, registers, measures – the quantitative dispersal of people’s opinions, what they think about the parties’ proposed programmes and about their candidates etc. However, in a more radical, ‘transcendental’ sense, multi-party liberal democracy ‘represents’ – instantiates – a certain vision of society, politics and the role of the individuals in it. Multi-party liberal democracy ‘represents’ a precise vision of social life in which politics is organised so that parties compete in elections to exert control over the state legislative and executive apparatus. This transcendental frame is never neutral – it privileges certain values and practices – and this becomes palpable in moments of crisis or indifference, when we experience the inability of the democratic system to register what people want or think. In the UK elections of 2005, for example, despite Tony Blair’s growing unpopularity, there was no way for this disaffection to find political expression. Something was obviously very wrong here: it wasn’t that people didn’t know what they wanted, but rather that cynicism, or resignation, prevented them from acting.

This is not to say that democratic elections should be despised; the point is only to insist that they are not in themselves an indication of the true state of affairs; as a rule, they tend to reflect the predominant doxa. Take an unproblematic example: France in 1940. Even Jacques Duclos, the number two in the French Communist Party, admitted that if, at that point in time, free elections had been held in France, Marshal Pétain would have won with 90 per cent of the vote. When De Gaulle refused to acknowledge France’s capitulation and continued to resist, he claimed that only he, and not the Vichy regime, spoke on behalf of the true France (not, note, on behalf of the ‘majority of the French’). He was claiming to be speaking the truth even if it had no democratic legitimacy and was clearly opposed to the opinion of the majority of the French people. There can be democratic elections which enact a moment of truth: elections in which, against its sceptical-cynical inertia, the majority momentarily ‘awakens’ and votes against the hegemonic opinion; however, that such elections are so exceptional shows that they are not as such a medium of truth.

It is democracy’s authentic potential that is losing ground with the rise of authoritarian capitalism, whose tentacles are coming closer and closer to the West. The change always takes place in accordance with a country’s values: Putin’s capitalism with ‘Russian values’ (the brutal display of power), Berlusconi’s capitalism with ‘Italian values’ (comical posturing). Both Putin and Berlusconi rule in democracies which are gradually being reduced to an empty shell, and, in spite of the rapidly worsening economic situation, they both enjoy popular support (more than two-thirds of the electorate). No wonder they are personal friends: each of them has a habit of ‘spontaneous’ outbursts (which, in Putin’s case, are prepared in advance in conformity with the Russian ‘national character’). From time to time, Putin likes to use a dirty word or utter an obscene threat. When, a couple of years ago, a Western journalist asked him an awkward question about Chechnya, Putin snapped back that, if the man wasn’t yet circumcised, he was cordially invited to Moscow, where they have excellent surgeons who would cut a little more radically than usual.

Berlusconi is a significant figure, and Italy an experimental laboratory where our future is being worked out. If our political choice is between permissive-liberal technocratism and fundamentalist populism, Berlusconi’s great achievement has been to reconcile the two, to embody both at the same time. It is arguably this combination which makes him unbeatable, at least in the near future: the remains of the Italian ‘left’ are now resigned to him as their fate. This is perhaps the saddest aspect of his reign: his democracy is a democracy of those who win by default, who rule through cynical demoralisation.

svBERLUSCONI_wideweb__470x3120Berlusconi acts more and more shamelessly: not only ignoring or neutralising legal investigations into his private business interests, but behaving in such a way as to undermine his dignity as head of state. The dignity of classical politics stems from its elevation above the play of particular interests in civil society: politics is ‘alienated’ from civil society, it presents itself as the ideal sphere of the citoyen in contrast to the conflict of selfish interests that characterise the bourgeois. Berlusconi has effectively abolished this alienation: in today’s Italy, state power is directly exerted by the bourgeois, who openly exploits it as a means to protect his own economic interest, and who parades his personal life as if he were taking part in a reality TV show.

The last tragic US president was Richard Nixon: he was a crook, but a crook who fell victim to the gap between his ideals and ambitions on the one hand, and political realities on the other. With Ronald Reagan (and Carlos Menem in Argentina), a different figure entered the stage, a ‘Teflon’ president no longer expected to stick to his electoral programme, and therefore impervious to factual criticism (remember how Reagan’s popularity went up after every public appearance, as journalists enumerated his mistakes). This new presidential type mixes ‘spontaneous’ outbursts with ruthless manipulation.

The wager behind Berlusconi’s vulgarities is that the people will identify with him as embodying the mythic image of the average Italian: I am one of you, a little bit corrupt, in trouble with the law, in trouble with my wife because I’m attracted to other women. Even his grandiose enactment of the role of the noble politician, il cavaliere, is more like an operatic poor man’s dream of greatness. Yet we shouldn’t be fooled: behind the clownish mask there is a state power that functions with ruthless efficiency. Perhaps by laughing at Berlusconi we are already playing his game. A technocratic economic administration combined with a clownish façade does not suffice, however: something more is needed. That something is fear, and here Berlusconi’s two-headed dragon enters: immigrants and ‘communists’ (Berlusconi’s generic name for anyone who attacks him, including the Economist).

Kung Fu Panda, the 2008 cartoon hit, provides the basic co-ordinates for understanding the ideological situation I have been describing. The fat panda dreams of becoming a kung fu warrior. He is chosen by blind chance (beneath which lurks the hand of destiny, of course), to be the hero to save his city, and succeeds. But the film’s pseudo-Oriental spiritualism is constantly undermined by a cynical humour. The surprise is that this continuous making-fun-of-itself makes it no less spiritual: the film ultimately takes the butt of its endless jokes seriously. A well-known anecdote about Niels Bohr illustrates the same idea. Surprised at seeing a horseshoe above the door of Bohr’s country house, a visiting scientist said he didn’t believe that horseshoes kept evil spirits out of the house, to which Bohr answered: ‘Neither do I; I have it there because I was told that it works just as well if one doesn’t believe in it!’ This is how ideology functions today: nobody takes democracy or justice seriously, we are all aware that they are corrupt, but we practise them anyway because we assume they work even if we don’t believe in them. Berlusconi is our own Kung Fu Panda. As the Marx Brothers might have put it, ‘this man may look like a corrupt idiot and act like a corrupt idiot, but don’t let that deceive you – he is a corrupt idiot.’

To get a glimpse of the reality beneath this deception, call to mind the events of July 2008, when the Italian government proclaimed a state of emergency in the whole of Italy as a response to the illegal entry of immigrants from North Africa and Eastern Europe. At the beginning of August, it made a show of deploying 4000 armed soldiers to control sensitive points in big cities (train stations, commercial centres and so on.) A state of emergency was introduced without any great fuss: life was to go on as normal. Is this not the state we are approaching in developed countries all around the world, where this or that form of emergency (against the terrorist threat, against immigrants) is simply accepted as a measure necessary to guarantee the normal run of things?

What is the reality of this state of emergency? On 7 August 2007, a crew of seven Tunisian fishermen dropped anchor 30 miles south of the island of Lampedusa off Sicily. Awakened by screams, they saw a rubber boat crammed with starving people – 44 African migrants, as it turned out – on the point of sinking. The captain decided to bring them to the nearest port, at Lampedusa, where his entire crew was arrested. On 20 September, the fishermen went on trial in Sicily for the crime of ‘aiding and abetting illegal immigration’. If convicted, they would get between one and 15 years in jail. Everyone agreed that the real point of this absurd trial was to dissuade other boats from doing the same: no action was taken against other fishermen who, when they found themselves in similar situations, apparently beat the migrants away with sticks, leaving them to drown. What the incident demonstrates is that Agamben’s notion of homo sacer – the figure excluded from the civil order, who can be killed with impunity – is being realised not only in the US war on terror, but also in Europe, the supposed bastion of human rights and humanitarianism.

The formula of ‘reasonable anti-semitism’ was best formulated in 1938 by Robert Brasillach, who saw himself as a ‘moderate’ anti-semite:

We grant ourselves permission to applaud Charlie Chaplin, a half Jew, at the movies; to admire Proust, a half Jew; to applaud Yehudi Menuhin, a Jew; and the voice of Hitler is carried over radio waves named after the Jew Hertz . . . We don’t want to kill anyone, we don’t want to organise any pogroms. But we also think that the best way to hinder the always unpredictable actions of instinctual anti-semitism is to organise a reasonable anti-semitism.

Our governments righteously reject populist racism as ‘unreasonable’ by our democratic standards, and instead endorse ‘reasonably’ racist protective measures. ‘We grant ourselves permission to applaud African and Eastern European sportsmen, Asian doctors, Indian software programmers,’ today’s Brasillachs, some of them social democrats, are telling us. ‘We don’t want to kill anyone, we don’t want to organise any pogroms. But we also think that the best way to hinder the always unpredictable, violent actions of the instinctual anti-immigrant is to organise reasonable anti-immigrant protection.’ A clear passage from direct barbarism to Berlusconian barbarism with a human face.
